Dr.Awatar Singh Sekhon Participates in Discussion: Participating in the discussion, Dr Said that impunity, rapes of women regardless of age by the Indian armed personnel working to control insurgency and Sovereignry movements are not only happenings and victimized the Dalit and Northeast women, but the women of Punjab alias the "Robbed" Punjab of 15th August, 1947, the women of the Internationally Disputed Areas of Jammu and Kashmir (IDA:JK), Bihar and other states have suffered at the hands of the law-enforcing agencies and armed personnel ever since 15th August, 1947. In fact, when the political system and the corrupt politicians rule the country, the impunity culture bound to play its role and the innocent citizens fall victim of the culture.

In the "Robbed" PUNJAB of Sikhs, almost 5-7 females, ranging from 2- to 9-year-old, females fall victim of the impunity culture, corrupt politicians are unable to control impunity because they are elected by the electorates, based on 'Money for Votes' (NDTV discussion on India's problems in the middle of May, 2013), the three letter word, who are placed in the office not only by their qualities basis, but on their corrupt, unethical, morally and mentally bankrupt state of their mind. These qualities of the politicians placed in their office find themselves difficult to control crimes and corruption oriented problems in their life span of the part of the government. If the 'Money for Votes' system elected political people find themselves incapable to control crime like rapes, they themseves become the part of crime and cannot do what they had promised to their electorates. Who is going to solve the peoples' problems, it is anybody's guess.

I am aware of the 'vultures' of the armed personnel in Manipur massively raped a young girl, mutilated her sexual parts, killed her and threw her body in front of the Army Headquarters a few year back. None of the soldiers or spokesman came out to take the responsibility of the massive rape of the girl. Next day about 10 Manipurian women demonstrated in naked and shouted in front of the army headquarter and challenged the armed personnel "Come on we are here and do whatever you would like to do with us." Shamelessly, none of the coward armed personnel came out to answer the demonstrating the ladies. This is an example given by the cowardice armed personnel of the Indian armed forces. The coward shoulder who have been protected or given immunity for crimes committed against humanity. Dr Sekhon said affirmatively that those who provide immunity to armed personnel and the soldiers committing sexual crimes against humanity are nothing but the 'vultures'. Making more clear, those who are indulged in sexual crimes are just 'vultures'. The Special Powers Act of the Indian Forces provides immunity to ‘vultures' of the armed forces that these vultures cannot or will not be tried in any court of law. In fact, these vulture armed personnel are totally 'devoid' of human rights.

Addressing to the concern of the female speaker from Congo, Dr Sekhon said that her country has been abused and ruled by the dictator(s) and they have made Congo a police state. Please look at India, so to speak. The largest democracy as described by the news media and the western countries. Impunity, rapes, corruption, tortures, fake encounter killings, bribes, etc., are the name of the democratic political system of India. More than 85% of population goes hungry to sleep in the largest democracy of the world, since it was presented 'freedom' on the platter by the British agent to the deceitful and corrupt leaders of the Congress party.

In the decade of 1980s, one Suprintendent of Police, named Gobin Ram, in Punjab forced the initiated (baptized in the western terminology) young ladies of the Babbar Khalsa. He said, up to now you have been initiated with your Guru Gobind Singh's 'amrit'. Now you will be initiated with Gobind Ram's amrit. What was it? It was his urine mixed with human excreta. He forcedly made them to drink the 'filth', but the Sikh ladies died in honour of their Guru's words and teaching, but did not surrendered to Gobind Ram. What I have said to you it merely merely an example to let you know, the audience, as to what has been happening in the largest democratic country.

Six month-old infant has been called a 'terrorist' and the armed personnel had has been unleashed to humiliate the innocent citizens. Chief Minister, Prakash Sinh Badal, himself is a corrupt administrator, well known to break the 'law and order' deliberately to create chaos in his "Robbed" Punjab of Sikhs, is a member of the RAW (Research and Analysis Wing agency) that conspire against the Sikhs. This Chief Minister unleashed and protected the 'butcher police officers', like KP Gill, Reibero, Virk, Swaran Ghotna, Sumedh Saini (the present Director General of Police of Punjab, etc.) of Punjab. It seems the state and New Delhi administrations, the police and armed personnel have been working as described in an English saying "you scratch my back and I will yours."

The people of the Internationally Disputed Areas of Jammu and Kashmir (IDA:JK) have been the sufferer like other minorities, i. e., Dalits, Sikhs, Muslims, Christians, Buddhists, Adivaases, etc.).
