Dear Sir / Madam,

1. As the Kashmiri Diaspora in Europe, Azad Jammu and Kashmir, Pakistan and all over the world prepare to commemorate Kashmir solidarity day on 5th February 2013 to pay homage to Kashmiri martyrs and express solidarity with the people of Indian occupied Jammu & Kashmir in their struggle for self determination against illegal and immoral occupation of the State, we wish to draw attention of the Honorable Members of the European Parliament to the grave threat which the continued Indian occupation of Jammu & Kashmir poses to peace and security in South Asia in particular and the world at large.

2. The unresolved dispute of Jammu & Kashmir has been at the root of continued tension, warfare and bloodshed between Pakistan and India- the two largest and most populous countries in South Asia. The recent skirmishes between the Pakistani and Indian troops along the LoC in Jammu & Kashmir which started on 6 January 2013 resulting in the death of first, Pakistani and then Indian soldiers clearly underline the existential threat.


3. In the highly provocative statements issued by the Indian military and political leaders coupled with anti Pakistan war hysteria created by the Indian media highlight the fragile nature of peace and indeed the peace process in South Asia. Unfortunately it has been followed up by a highly irresponsible nuclear advisory carried by newspapers in Indian occupied Kashmir recommending to the residents to prepare for an imminent nuclear war by building bomb shelters, storing of food, water, candles and battery lights for at least a fortnight.

4. At the time of independence in 1947, India illegally occupied the State of Jammu & Kashmir against the wishes of Kashmiri people. It took the Kashmir dispute to the UN but till date refuses to implement the UN Security Council resolutions which call for a final dispensation of the State through a free and fair plebiscite under the UN auspicious.

5. As both India and Pakistan are declare nuclear weapon states, the continued dispute on the status of Jammu & Kashmir and the Indian reluctance to enter into meaningful dialogue with Pakistan and the True representatives of the Kashmiri people to find a just and durable solution of the dispute in accordance with the wishes of the people of Jammu & Kashmir has turned Occupied State into a nuclear flashpoint with immeasurable consequences for the entire humanity.


6. As strong believers in peace and peaceful resolution of the Kashmir dispute, we the Kashmiri Diaspora, urge the European Union to play a proactive role in persuading the Government of India to initiate a comprehensive dialogue with Pakistan and the True representatives of the Kashmiri people for a peaceful just and durable resolution of the dispute. We also urge the Honorable Members of the European Parliament to impress upon India to bring an immediate end to continued gross human rights violations of the Kashmiri people by Indian occupation forces in the Occupied Jammu & Kashmir.

 In a recently published report by The International Peoples Tribunal on Human Rights and Justice in Indian occupied Kashmir (IPTK) and the association of Parents of Disappeared Persons (APDP). In fact, this report is the latest proof of the general reality in Indian Held Kashmir. But there is a difference as well, which lies in the fact that this report is based on the official documents and interviews with the high ranking officers. The report points out almost 500 officials of police and army that had been committing sever human rights violations in Kashmir. True to the policies of Indian state, no one was charged or persecuted rather some of them were given awards and rewards. Some of them were even promoted as acknowledgement of their “great services” to the Indian state. This happened despite the fact that they were involved in heinous crimes against humanity like killing three thousand people and burying them in the mass graves. This report is just the tip of the iceberg. Even then, Indian state is not ready to respond to it. They have flatly refused to conduct the DNA tests of the thousands of Kashmiris that were found buried in the mass graves.


If all of them were foreign terrorists, then India should welcome this demand as a God sent opportunity to prove that there is no indigenous movement of freedom. But then, they know the skeleton in their cup board.  They know that murder, torture and rape are their time tested state policy in Kashmir. It is not possible to suppress the Kashmiris demand to their right to self determination. Indian state knows very well that all the above mentioned ways have been failed. Rather they have been counterproductive.

7. We want peace with justice and we are convinced that a peaceful resolution of the Kashmir dispute will usher in an era of peace, development, prosperity and harmony not only in South Asia but in the broader Asian region.
