One who works for or under somebody is considered an agent. One who works for himself/herself is not.  Less than one percent of the total population who claim to be nationalists cannot override the overwhelming majority.  Muslims of Maqbooza Kashmir and 99% of Azad Kashmir refer to themselves as Pakistani citizens.  May Almighty Allah show us the correct path.
